Let's be clear.
The people who most need government assistance for healthcare do not earn enough money to make use of tax credits.
To them, tax credits are impertinent sideshows.
The supposition that tax credits can help the "most needy" secure needed healthcare is a smokescreen that obscures John Kenneth Galbraith's truth: "The modern conservative is engaged in one of man's oldest exercise in moral philosophy; that is, the search for a superior moral justification for selfishness."
Please speak this truth.
And please stick with it in future healthcare discussions.
People who are in "existential" need of health insurance -- which is to say a very large percentage of the 47% of American citizens who pay no federal income tax at all -- need medicare expansion, not accounting devices.
