"North Carolina: First In Voter Suppression," New York Times

Alan: Done right - and phased in over a dozen years - I am in favor of photo identification as a path to full voter registration. Mexico has accomplished this. Surely we can. Photo I.D. can even be "means tested" to insure that every single citizen has a  photo I.D. before a photo I.D. must be presented at the polling place.
