Alan: It is not a bad idea to "make health insurance premium payments fully tax-deductible" although you cannot rob Peter without paying Paul. 
The trouble with hinging healthcare "solutions" on tax breaks is that nearly half the population doesn't pay any taxes in the first place. 
For those Americans who need healthcare most, there is no advantage reducing their taxes from a baseline of zero. 
It's like offering people free air. 
I am reminded of the Italian proverb: "A full belly doesn't believe in hunger."
And although slight advantage might accrue from allowing people to purchase "health insurance across state lines," the real value of this canard is ideological, fueling the mistaken belief that government only needs to "get out of the way" and economic problems will solve themselves. 
When government gets out of the way, the inevitable tendency of capital to aggregate at the top of the pyramid (scheme) only accelerates.
The assertion that the coddled 1% will then create jobs, thus causing wealth to trickle down, is totally contrary to the nation's recent experience of outsourcing and job elimination through robotization, automation and software creation/enhancement. 
The massive Bush tax cuts did nothing to foster job creation.
Yes, productivity is up but real purchasing power has been stagnant since the '70s. 
And in that time, the ungodly rich became ungodlier.

Donald Trump Releases Healthcare Reform Plan

Donald Trump finally laid out his healthcare reform plan Wednesday, explaining how he plans to repeal and replace Obamacare -- a campaign talking point of his for several months that’s been vague on specifics.
The seven-point health care reform plan was released one day after winning seven GOP primaries, and a day ahead of the Republican debate in Detroit.
The plan calls for repealing Obamacare, breaking down barriers that prevent the sale of health insurance across state lines and making individuals’ health insurance premium payments fully tax-deductible.
According to the plan, published on his website, the reforms are “simply a place to start” and are intended to broaden access to healthcare, lower costs and improve quality.
Not everything in the plan appears to be consistent with Trump’s previous comments on healthcare.
For example, his plan calls for eliminating the individual mandate, which under Obamacare, requires all Americans to have health insurance. But in February, he said during a CNN town hall: “I like the mandate. Here’s where I’m a little bit different. I don’t want people dying in the streets.”
The plan says a Trump presidency will “reduce the number of individuals needing access to programs like Medicaid.”
“The best social program has always been a job – and taking care of our economy will go a long way towards reducing our dependence on public health programs,” the plan says.
