Alan: American police departments teach cadets to be trigger happy and to "take control of the situation immediately" even if control comes at the cost of killing people.

It is now clear that such instruction leads to barbarism without any manifest benefit.

The problem in Baltimore is the police. It's that simple. "The civil unrest in Baltimore in response to the death of Freddie Gray has reignited an old debate about the relationship between culture and poverty. ... his is an important debate, but it is not the debate to have now. ... Culture and inequality certainly have something to do with the Baltimore riots, but Baltimoreans did not suddenly take to the streets to protest their poverty. They rose up to protest an apparently fresh instance of a very specific pattern of injustice. The Baltimore police are notoriously brutal. According to the Baltimore Sun, the city paid out $5.7m between 2011 and 2014 to settle police-brutality suits. The victims have largely been African-American. When Freddie Gray, a black man, died under mysterious circumstances in police custody, it was the last straw." The Economist.

History killed Freddie Gray, writes Emily Lieb, a historian at Seattle University. "Police brutality appears to have been the immediate cause of Gray’s death, but the events that lead to his tragic end began long before he was born. In Baltimore, everywhere you look—if you look—you can see the not-so-distant shadow of Jim Crow. Even an abridged tour through the city’s history makes it plain: together, the government and the marketplace robbed black Baltimoreans of everything they had that was worth having." Politico
