I would feel better about Cotton's comment if it made reference to the criteria by which Uncle Sam "designates" America's enemies.
Often -- as in Iraq -- we choose enemies to throw red meat at those outraged constituencies that need to displace pent-up anger (anger over offenses real or perceived), constituencies that are therefore eager to shift anger onto any enemy that can be represented as "threatening America's interests."
If Iraq's chief export had been broccoli rather than oil, Bush and Cheney (both of whom made their fortunes in oil) would never have launched the war that conservative icon George Will categorized as "the worst foreign policy decision in U.S. history."
