The Human Brain is fully developed for most people around age 25 with the last part of the brain to develop being impulse control! Why not make 25 the age where it is legal to own your own weapon!

I also like the idea of raising the minimum military age to 25.

A great many ill-advised wars -- including Vietnam and Iraq -- are caused by lack of impulse control, whether this deficiency infects naively idealistic young people romanticing "war in defense of freedom," or old men seeking to re-live their youth while devising simian, chest-thumping "legacies."
